Nope.. you go to a two-tier system.
Quest groups that included more than 20 people are only awarded drachma for participation. Not more for being leader/tank/bot etc etc.. that way everyone knows what everyone got cause it all the same.
Quest groups of 20 or less would vote on the onset of who would receive any quest items should quest be completed. That way, before the first MOB was killed, anyone in group will know that they won't be receiving anything but exp/coins and the enjoyment of gameplay. Then they themselves can decide if they wish to partake in said group.
Furthermore, IMM's running quests could announce what type group should be formed. I have found nowhere that says 2 groups can't run same quest at same time. Ah, but it's not fair you say? All the high-levellers cool people
will stick together leaving us lowbies/weaks with no chance of reward. Not so says I. The Imm(s) running quest could make a final adjustment at his/her discretion to keep group strength more equal.Again all this occurs, before the 1st MOB is killed.
Then with locking of groups.. any newcomers would have to get permission from each group leader to be able to join group.
