So Glamour affects the number of affected targets BY affecting charisma.
Regarding your method of testing, I beleive the offensive abilities do not drawn their 'number of affected targets' from a bards charisma, but have a set number of max targets (the 11-14 or so that you said, can't really remember what it was when i tested it). But I did the same thing, and no charisma - mid charisma - and Full Charisma all effected the same ammount. In this case, all charisma will do is affect the saving throws of the mobs against your songs. Again, I could be wrong.
I'll test it again, along with some area spells, see if perhaps they might have the same cap on targets? I theorize that they might use the same maxes? Anyone know if firestorm and such has a cap?
The # of targets regarding charisma and instrument are likely only for benificial spells, I would assume. Gods, and dreams, and the like.
