Just a guess, I'd say it's 81% - %learned. This would account for Plato's approx hit rate.

Ok so apparently only Thief primes get it at 85%, the rest of us get 80% - was concerned it was some sort of bug / error.

Your technique is all wrong. I like to target a specific imm that you need for a specific task. Then you guilt them into doing what you need quickly by telling them that you've already been asking them to do it for the last year (they won't remember). Then after they agree, you pester them with reminders containing lots of annoyingly happy emoticons and gushing praise. These emails will quickly annoy the targetted individual into completing your task.

Randomly targetted guilt is easier to resist.

I'd like to pester someone to figure out why a select few areas on the mud are unexplorable, but I'm not sure who to target yet.

My Fingers Hurt, you see I was on the Chess Board and trying to stab a pawn, or a bishop or knight or something, and my back started hurting. I stabbed myself in the leg because some mobile had dodged my stab. It must have been a White chess-piece and I only say this because I was really close to hitting it. It is unfortunate but I levelled up off of Valk and went to AH (Thule-> for the uninformed) and got my key to sakura garden. After a long time sleeping at the portal (gateable) spot right inside the door I got up, and recalled, and then I quit!. It was horrible but at least I can afford goat-pints. I am going to have to re-enroll into doing nothing for being paid in self impoverishment. Good people I guess, I mean you (most all of you) specifically. I gotta go now, ...time to A. start the revolution, then go get a job ..or at least try. Now, here... here's your nice warm glass of shut the hell up. Fresh off the nuclear reactor. Adios.
