I was wondering the potential reasons for why Avatars cant buy perma sanc, and could come upon any - does anyone please care to explain ?

because it's too useful..

and why would you want the regen tanks to have that % of survival?

Lots of things are too useful, but somehow they are there.

It obviously wont make too huge a difference, since they already got like 10 tick aegis. But as a level 40 avatar, you would think that the elite should be rid of little annoyances like worrying where their lite falls etc.

Why not extend the top-end game a little bit and provide more things for avatars to aim for ? Why not let 40 level tards with druid in their class buy perm greater fluidity, or warrior primes to buy extra attacks?

Make it like a quest shop where the more powerful the skill is, the more tokens it costs.

Just extend the code a bit and it can be so much more fun for people up-top.

Can we put this to the vote of the playing mass and persue some top immortals to evaluate the idea?

i'd rather that they add a 6th "specialty" class.

where you can pick any other class you would like, but it's much much harder to level, like 2 xp tokens per level etc.

i'd rather have that then silly aegis.

Nods, perma-aegis is not going to provide more things to aim for.
Rank was designed specifically with avatars in mind, and there are already spell/stab/weapon damage, mana hp and a bunch of perma-spells you can purchase..
Done all those yet?
Not to mention drachma quests and other forges.. I'm sure there's still quite a few out there undiscovered as yet.. and nobody has reached top of ranking ..yet.
