These questions were asked last year as well.. The TMC voting system used to have a threaded coded generator on the vote pages to verify single valid votes. Unfortunately since it required the user to read this blurred garbage with the upper & lower case letters and to enter along with your vote to validate it, most people decided it was too much of a hassle to bother. For which I was inclined to agree with. Back then most of the MUDS on TMC did not get many votes. Since then that generator was removed, and the traditional but yet vastly complicated (vote button) was returned to await the would be voters.
So to answer your question, yes it is quite possible that some have created scripts or web-bots to filter through and vote. But if memory serves correctly, the voting system still only identifies single visit IP's. So multiple voting would be improbable.
