I always seen this item on locate but could never find it. Using wealth I found it it was in Kara'sa so I went there and tried to sing for it but got bored and started adventuring. Found a pale attendant

It has gone quiet now outside. The screaming has stopped, and I am afraid
the sound of my pen scratching on paper will catch Arivan's attention, but
I must document the end of our time.

At sunset, the Storm-King interrupted his victory feast -- he left the
Queen sitting alone at the head of the table and exited the great hall. We
continued our pleasantries, but an undercurrent of unease was building.
Nigh on to midnight, the first scream sounded, and the Queen stood in alarm.
Before anyone could leave, the King returned surrounded by undead hordes,
the best of our royal blood transformed into... I do not have the words to
describe them, but they resembled demons.

I dove for the exit and took refuge in my library, unnoticed. The screams
went on for what seemed like hours, and the curtain that hides this chamber
from the great hall is soaked in blood. I hear only a scratching noise that
grows ever closer...

I dont know if anyone knows or cares about this, but I thought its cool.

I think it's more of an atmosphere item for the sa. I popped it when I was learning the area and it basically just explains why half the mobs there (the royalty and servants) are good aligned (and ether I think) and the rest (including the ether king) are evil. The sa is a cool area building-wise, but the number of ether mobs and the radical alignment differences make it difficult to run anything besides the bottom floor.

The storyline of the area is told on several notes found in the area. That's one, and I think one of the first floor mobs has another. I don't remember if there's any more than that or not.
