how about a passport you can buy for some small drachma that can be signed by the "customs" mob in any given area for doing them some favor (like killing a different areas "customs" mob for them). this makes the entire area nonaggro to you.
can change areas as often as you wish, just have it resigned. However, only valid in one area at any given time.
