Memming Frostbolt

Is frostbolt memmable?

(I tried but I had just learned the spell to 95%. Perhaps it is only memmable after renting.)

According to the setup for spells, as I understand them it should be memmable. It is a level 38 mage spell, and therefore should be memmable. Am I missing something?

With this spell, the mage creates a mass of ice and chilled air and
