Code changes, new spells/skills/songs, etc

there is now a chance to pop Tier 3 solo/better chance when grouped
that is to say
if you pop a tier 1 or tier 2, there is a % chance to get automagically upgraded to tier 3 (it shows a different gem pop message)
actual gem poprates remain unchanged.
changes go in whenever someone pulls over code / reboots.

adjusted tier 3 upgrade rate
(in favor of the player)
live whenever teker pulls compiles and reboots.
i am not sure if the code it pulled from teker when i updated my tree is safe for live game
so not pushing/rebooting.

Starting at next reboot, gem upgrades to T2 will be possible. Basically:
A T1 gem pop can upgrade to T2 or T3
A T2 gem pop can upgrade to T3
