The idea is to have a long pole, probably glowing, cheaply available in weapon shops. Implement as a two-handed , stupidly slow, weapon, doing nil or minimum damage.
As long as it remains wielded, by a live bearer, members of that bearers group, in the same location as the bearer, gain a small but useful bonus, perhaps similar to a warcry effect.
Because this battle flag wipes out a player weapon ability, the most sensible use for it would be to give one to some small fry, to carry around for you. The intent is to provide such small fry with a useful 'role' in large groups, as the groups standard bearer(s).
Of course, says he, reverting back to evil-dm mode, any group that allows its standard bearer(s) to die, aka falling in battle, gets severely penalised,
so it's not necessarily a job for a bot. The standard will probably 'break' ( ie. go poof) if/when its bearer dies, making replacement suitably awkward.
