some items have new restricts

There've been a number of restriction changes lately. One of these days I need to go through my vaults and chars and check the restricts on all my eq. I suspect those listed that Clink changed a few days ago were the Runed Mace of Fire, Crystal Blade of Light, and I haven't looked at other stuff. I think I have the mace vaulted somewhere, I'll have to look.
