Now, I appreciate the impulse to reduce spell impact on masterful. As Rynquald said quite nicely a while back (I think), a masterful spell can be really nicely cast and still not work.
But since this spell never ever ever used to work unless it's cast masterfully, it's going on the junk heap of NEVER CAST AGAIN.
I hate echoing Firebrand, but what's the point of masterful casts now? More to the point, can't we just have spells that have a chance of working?
