Stability is great.

Shopkeeper internal economy can be handled in different ways.
e.g.: they can offer items at big discounts; they can "internally" trade items with others shopkeepers; they can "reforge" some items; they can still buy your items at very very low prices. up to the imms to choose whatever fits best the MUD

Re-spawning shouldn`t be linked to reboot IMHO.
