Generally, mailing it to blaster@slothmud.org or clink@slothmud.org is a good start. A request asking for it to be added is sometimes useful to avoid confusion.

damn, I lost 2 handdam...two...and I didn't have any +5 hand gear....thats a hard cut...and it made a dfference. I can see lowering some of the high end stuff by one point or so, but that shouldn't have affected those who didn't have that kind of stuff. 2 points is very noticable in the run...

Its not fun, but there's a general logic behind it. For instance, the monk prime gloves are +3 now. If you could pop the +3 gloves off the cleric in autumnal, the high end gear isn't really high end... it's just highly restricted.
