No, it's not a free server. It's one of Blizzard European servers. They use English by default, but there are some German, French and Spanish servers. Russian ones are going to be introduced soon.

I've said it before and I'll say it again, what Gaming character is worth $.01? It's a game. Part of the fun of a game, IMHO, is starting where everybody else did. Otherwise, you can't truly compare your achievments against anything except the green stuff you paid for the character.

Oh, and if you remember me, you definitely have too much time on your hands and probably have at least one original character that you made from level 1.
