Necro primes will get bonus servant points on achieving each 40 class levels, including Av40. It is intended that summoning more lower end mobs might provide better value against the fewer available higher end mobs, depending on the level. We did look through the individual necro pets to balance out the combinations available. It would be up to the individual necromancers to determine their best pet combination, given their levels. In other words, experiment more with different combinations!
There are no bonus servant points for non-Necro primes. Their progression comes from summoning the best available pets by achieving the level requirements. And yes, a necro secondary character gets to summon a pair of swordwraith/dracolich at Av40.

I have a more extensive post prepared which goes into detail about each level 40, pet options, etc. But it turned into a (much bigger) wall of text that few would be interested in. Here's the important point:
As a necro secondary, progression coming from "summoning the best available pets by... level" is not viable. I was disheartened upon reaching 4x40 and discovering I could only animate a single corpse. I was devastated upon talking to an Arch-Lich, and finding out that 3x wraiths/vampires (available at 3x40/2x40) will be my best pet option all the way to 9x40.
While the concept for non-primes sounds fine, the fact that you can never summon enough 'best available' pets to overcome the quantity of wraiths/vampires at 3x40 pets breaks the entire progression.
There are two obvious solutions:
1) NERF! If non-primes could only summon two wraiths, the entire 'lack of progression' issue vanishes. Upon learning control horde, a nonprime can summon two of the 'best available pet', which will be better than two wraiths. It is the quantity of low level pets that ruins the progression.
2) Buff! Allow non-primes to increase their bonus servant points, based on the position of necro in their classo. Knowing that eventually 3x vilewights, bonesnarls, banshees, or phantoms will be available is a strong incentive to keep up with the xp grind. 3x40 to 9x40 is a very long way, and the feeling of progression is what keeps us in the hunt.
Having played a necro prime to avatar on s3, I feel that the necromancer's supremacy in pet control is represented very well by the Juju zombie. They don't need exclusive servant points to make the prime a popular and viable option.
In my opinion, the 'buff' option is better in this situation. The possible addition of a third high level pet for non-primes is an important balance decision, so please leave some feedback everyone!
