In a nutshell...
1)Step one, learn all these spells
2) Step two, Pop a Marble Sceptre from the various mobs
3) Step three, decide which devak you would like to make. Theoretically, you may make a devak from any of the strata.
4) Step four, accidently wander into a room with the peristrata of the stratum of your choice, or ask someone who has a pendulum to find you the strata of your choice.
5) Step five, with 3 shards (maybe four) of the corresponding strata, attune the marble spectre with the spell 'mantra of the ancient tribe'. Note. Do not have more shards than needed in your inventory, for all shards may be used up.
6) Step Six, find a mob to obliterate
7) Step seven, Be outdoors, but within the vicinity of the area of interest. with the 'lodge' spell, lodge the attuned marble scepter (devak).

Step eight, proceed to obliterate the mob. Based on the type of devak you lodged in, you should witness the following effects:

Effects of an area being affected by a Devak:
Stratum Effect

Channelling Concentration increase, spell damage is improved
Shaping Concentration increase, mana decrease
Summoning Concentration increase, duration improved,
Healing Concentration increase, healing spells heal more damage
Enhancement Concentration increase, mana decrease
Mental Concentration increase, duration increase
Necromancy Concentration increase, duration improved

9) Step 9, upon completion of said obliteration, find your devak and dislodge it by casting, 'natures upheavel'
10) There is no step 10, this is not a 10 step program.
Notes: Once a Devak is lodged into the crust of the earth, it will start a timer, depending on your level, the duration of the devak is prolonged. If you phail to dislodge a devak within the timespan set for your level, the devak will crumble.
The effects from the devak is also based on the total levels of the character that placed it.
If i understood Splork correctly, you should be able to lodge multiple devaks, and reap the benefit.
Unknown Factors:
1) Would the devaks of Mage/Druid primes be stronger? It probably won't be.
2) If multiple people lodge similar devaks, how will they overwrite each other? They probably won't stack, that's for sure.
