The chopping block only requires you to pay as much as the highest bid. So, if someone bids 5 mil and the min is only 3 mil, they'll only get charged 3 mil and the 5 mil bid is held in reserve.
When someone comes along and bids 4 mil, they still get their 5 mil bid, all that happens is the price is bumped up. In order for you to get your bid, you'll have to bid more than they originally bid to start with. And the only way to find out how much that is, is to bid over it.
