Peri heal spell

The mob proc issues we've been seeing should be fixed today (good and bad for players). If there appear to be mobs that still aren't working, let us know.
Things should stay relatively stable for the next little while - I'll mostly be doing bug fixes while trying to design the newer quest framework.
