who-list strange behavior

I looked into this many times, maybe those guys had a 21+ in their prime, but they hadn't. Maybe they have more unspent exp on them than Ozzy, but who-list is sorted by levels afaik. This is strange. Anyone can explain, maybe I don't know something?
