clasp related - yet not sure...

Its long desc (seen in room) says ...it would look good on your chest - or something similar. In the site eq-list it's indicated as a +2 str addon and a comments reports 'clasps to neck'.
I tried attaching it to several of my armour pieces, but, every time i type 'attach cluster to <armor piece>' i only see a blank cr line, no message of confirmation, no message saying 'ok' or 'nothing happens' or whatever. Looking at the armour anyway, reveals the cluster is attached to it.
If i then wear the armour, I have no addon bonus (i.e. my STR remains the same).
So:
Is the cluster of oak leaves bugged?
Is the 'attach' command bugged?
or
Am I just doing something wrong?
